While contestation between competing policy paradigms is usually considered to hamper the policy-making process, this article develops an argument explaining how paradigmatic contestation can also help policymakers obtain their preferred policies. Based on a typology of three paradigm situations - paradigm dominance, paradigmatic contestation and paradigm mixes - this article introduces three different types of strategies (paradigm stretching, banking on inconsistencies and commensurability framing) and explains why more strategies become available when a policy field moves from a situation of paradigmatic dominance to one of contestation and paradigm mixes. An analysis of the introduction and development of direct income payments in the European Union's Common Agricultural Policy, subsequently illustrates how a shift in paradigm situation affected the European Commission's discursive strategies and shaped the development of direct payments through consecutive reforms. Reflecting on sectoral and institutional variations, the article also discusses the applicability of these findings to other institutional settings and policy fields.

? 2022 Elsevier LtdA country's housing policy paradigm is not static; rather, it is likely to experience multiple shifts at different stages. This article proposes a theoretical framework that reveals the interconnection between housing policy paradigm shifts and the underlying driving forces in the institutional arrangement of state entrepreneurialism. Furthermore, this article conducts national-level and city-level studies in China to illustrate this framework. This article finds that various political, economic, and social forces had driven two housing policy paradigm shifts – from the socialist welfare paradigm to the marketization paradigm, and then to the new phase of state intervention paradigm. This article argues that state entrepreneurism facilitates China's adoption of different housing policy paradigms to better respond to the adjusted development goals and to manage crises that have occurred over different periods.

The recent orientation toward societal challenges in Science, Technology, and Innovation (STI) policies has exposed the limitations of contemporary governance to deal with these endeavors. For this reason, it has been urged a shift toward the so-called 'transformative change' approach, drawn from socio-technical transitions literature. This research suggests that this approach can be considered an emerging policy paradigm, and studies the implications of its adoption in STI policy. For doing so, we developed a conceptual framework based on policy sciences and STI policy literature, and used to study a policy resembling this societal challenge orientation: the Dutch smart mobility policy. Our case study suggests that the transformative change approach can be considered a new paradigm in STI policy, as novel theories, approaches, and mechanisms are being used to govern this policy. This research contributes to a better understanding of transformative approaches, by empirically looking the changing role of governance in societal challenge-led STI policies.

This article advances the theory of policy paradigms by investigating when paradigms are rigid, constraining alternative perspectives and policy options, and when instead they are more flexible, allowing actors to overcome paradigmatic restrictions and differences. Departing from the existing theories on policy paradigms, I conceptualize paradigm rigidity and flexibility as characteristics that develop endogenously within the policy-making process, shaped by the types of policy changes that are proposed and discussed and by the types of framing strategies policy actors employ to support their proposals. Policy paradigms can therefore have both rigid and flexible modes within the same policy area and in the same period. Conceiving paradigms in modes helps us better understand how policies change when there are competing paradigms and exogenous crises. I illustrate this empirically with an analysis of the debates surrounding four antitrust (competition) policy change proposals in the USA during the 1970s.

The policy feedback literature was initially concerned with explaining how positive feedback could lead to self-reinforcing policy trajectories. More recently, policy scholars have devoted more attention to negative feedbacks which can result in self-undermining policy trajectories. This article moves beyond these two well-known pathways to policy endurance and change by conceptually outlining two additional pathways to endurance and change. We argue that positive and negative feedback may be observed simultaneously within the same policy trajectory. The existing literature fails to distinguish adequately between policy feedback processes operating at the ideational and instrument levels of policy. We outline a pathway to endurance in which negative feedbacks at the policy instrument level result in instrument change which can be a necessary condition for sustained positive feedback processes at the ideational level of policy. Somewhat counterintuitively, we argue a policy pathway in which positive instrument feedbacks undermine the ideational foundation of policy. With positive instrument feedback overshadowing negative feedbacks, misalignment between policy and the broader context, eventually undermining the policy, is likely to occur at some point. These new insights are important for policy planning with longer time horizons.

Abstract In northeast Brazil, fight-against-drought and cope-with-drought have been identified as two different drought policy paradigms. This article aims to examine the persistence, coexistence, intertwining, and evolution of these drought policy paradigms by studying how they inform national policy responses in human-water systems. The questions guiding our research are what do the paradigms of fight-against-drought and cope-with-drought consist of and how did the competing paradigms develop over time? To address these, the research draws on a systematic analysis of policy documents, multiannual strategic plans from 2000 to 2020 (the most recently published), and interviews with key informants. This study found the paradigms evolved with the persistence of the fight-against-drought paradigm with incremental changes of the cope-with-drought. The coexistence of paradigms started in 2004 and was in 2016 that the persistence, coexistence and intertwining of both were established. We use two theories, Hall’s (1993) policy and Lindblom’s (1959, 1979) incrementalism for analyzing the influences drought policy paradigms in human-water systems. This study provides new insights to understand the role of ideas in policy processes empirically showing how drought policy paradigms gradually evolve influencing policy responses.

This paper presents an attempt to overcome the contemporary obsession with ‘learning’ and proposes that current practices in higher education are aligned too closely with the educational theories and practices developed within pre-university compulsory education. The author takes the position that higher education is substantially different from compulsory education, arguing that HE is a ‘professional endeavour’ which prioritizes the development of attributes and skills that are essential for students to succeed in their future academic/professional and societal roles. It is further argued that current educational practices may well be ‘choking’ higher education in subtle but pervasive ways.

Health technology assessments (HTAs) are used as a policy tool to appraise the clinical value, or cost effectiveness, of new medicines to inform reimbursement decisions in health care. As HTA organisations have been established in different countries, it has become clear that the outcomes of medicine appraisals can vary from country to country, even though the same scientific evidence in the form of randomised controlled trials is available. The extant literature explains such variations with reference to institutional variables and administrative rules. However, little research has been conducted to advance the theoretical understanding of how variations in HTA outcomes might be explained. This paper compares cases of HTA in England and Germany using insights from Kuhn (1962,The Structure of Scientific Revolutions, 2nd edn. Chicago: The University of Chicago Press) and Hall (1993, Policy paradigms, social learning, and the state: the case of economic policymaking in Britain.Comparative Politics25, 275-296) to demonstrate how policy paradigms can explain the outcomes of HTA processes. The paper finds that HTA outcomes are influenced by a combination of logical issues that require reasoning within a paradigm, and institutional and political issues that speak to the interaction between ideational and interest-based variables. It sets out an approach that advances the theoretical explanation of divergent HTA outcomes, and offers an analytical basis on which to assess current and future policy changes in HTA.
